Mayor cancels 'second responder' plan    LINDA N. WELLER, The Telegraph June 28, 2003 

ALTON -- Mayor Don Sandidge announced Friday that Alton Fire Department paramedics will not become "second responders" behind the two Alton ambulance services next week, as he previously had planned, but instead both rescue trucks and ambulances will be dispatched simultaneously for 911 calls.    "We are enhancing the advanced life support (ALS) by adding the rescue unit to a pumper truck," Sandidge said.
  The change will mean there will be one pumper with two or three paramedics, an aerial tower truck with two paramedics, and the one, new large rescue truck with two paramedics -- with all those trucks having the (ALS) emergency medical equipment, he said.
A fourth truck may be equipped later with ALS equipment.  The Fire Department now runs two rescue trucks with two paramedics each.
The Alton Police Department just recently got new dispatch equipment to function that will allow simultaneous "toning" of both the Fire Department rescue unit and an ambulance to transport patients from either LifeStar Ambulance Services or Alton Memorial Ambulance Services Inc.
Sandidge, Acting Alton Fire Chief Tim Spaulding, Personnel Director David Miles and labor attorney Tim Guare of the Chicago area met with representatives of Alton Local 1255 of the Associated Fire Fighters of Illinois for more than two hours Friday morning to work out the plan.

For weeks, Sandidge had said that, effective Tuesday, Fire Department rescue trucks with emergency medical services personnel would be dispatched first only for calls to car crashes and other serious 911 calls. Dispatchers would have first sent privately owned ambulances to seemingly minor calls, then notify the Fire Department if the EMS situations were serious and they needed its assistance. The reason behind the now-abandoned proposal supposedly was to save money on overtime expenses in the Fire Department.  Sandidge said Friday that getting the dispatching equipment functioning to simultaneously call the ambulance and Fire Department and forthcoming personnel changes made his former EMS response plan unnecessary.

"It’s a combination of salaries, overtime and ranking," Sandidge said about how the personnel changes will save money. "It’s something that had to be done, or we would have to lay off people next year. I think it satisfies what I need to accomplish. I’m satisfied with it. I don’t think the firemen are happy, but they can live with it. They are going to keep their jobs, the public will be protected, the firefighters will be protected, and it reduces operating expenses for the Fire Department."    Once the force is reduced and there are fewer high-ranking firefighters, it should mean a yearly savings of $700,000 to $800,000, Sandidge said.    Spaulding, whom Sandidge named acting chief on Wednesday, said reversing the order of calls to cut down on minor runs would not save on personnel costs or cut overtime for the department.

The Fire Department will take its older, small rescue truck out of service Tuesday. Firefighters will put its (ALS) equipment on a pumper truck that had been taken out of use last month and put it back into service.

"This is a good thing," Spaulding said. "Instead of getting out of the EMS business, we will actually be expanding our capability. I’m relieved we are preserving EMS. It is best for our citizens, and it is being done at minimum personnel reduction. Now, we will have at least three ALS (trucks) compared to two. We will expand our capacity to provide a more equitable workload, since at least 75 percent of our calls are for EMS. Two units are doing 75 percent of the work, when we should have four units splitting the work."   People who call seven-digit telephone numbers to reach the ambulance services, Fire or Police Departments still will get an ambulance dispatched, a change Sandidge implemented last week.  "If the ambulance company wants the Fire Department, if there is a delay or they need help lifting a patient, we will not refuse their request for service" even though someone dialed a seven-digit telephone number, Spaulding said. "If the people want fire service to respond, they should call 911."

Spaulding said one of the pumpers that will have the ALS equipment probably would not go into service until the end of the week, or when a new cardiac monitor arrives. There will be 19 firefighters working on each shift, two of whom will be "floaters" taken from the discontinued small rescue truck. Those two firefighters will fill in for absences from illness, injury, the nine Kelly days off provided for each firefighter according to the city’s contract with the union and vacation days.   The change will better use the department paramedics, who already are making 6 percent more money for having that certification, Sandidge said.With other personnel changes, it should eventually eliminate overtime expenses in the department, he said.  For fire service, 11 firefighters will respond to a structure fire, down from 13 that had been the case for the past four or five months, Spaulding said. He said the department still can comply with the "two in, two out" rule, "and will be responding with more people to initial alarms for a structure fire."

Engine 71, Alton’s new 70-foot-tall Sutphen Corp.-built “quint” firetruck (7/'22/04) 70ft aerial w/ bucket, water pump, water tank, hose beds for 2.5- and 5-inch supply and hand lines and more than 100 feet of ground ladders.
The 2004 model quint bears the designation "Engine 71," taking the place of a 1997 pumper truck that previously carried that company. Before the quint arrived, former Engine 71 had been at the Don Twichell Memorial Station (No. 1) but now is at Station No. 2, 3212 College Ave. It now is called Engine 73.

Continuing the shift in vehicles and companies, the older, former Engine 73 now is called "Emergency 1." That 1985 truck also is at Station 2 and replaced a 1979 Seagraves pumper that is on standby.

Spaulding also put the department’s 95-foot, 1988 Sutphen aerial tower -- now called Tower 2 -- on standby in event of a tall structure fire or to supplement the quint’s tower. That truck requires working with a pumper to shoot water.

With that 1988 tower on standby, Spaulding said he plans to sell the department’s old, 90-foot-tall, 1972 Sutphen aerial tower that formerly had been called Tower 2. He also wants to sell the department’s 1973 Mack pumper.

The changes in fire suppression apparatus do not affect the operation of Rescue 1, a rescue truck that the department bought in spring 2003. It is used to respond to rescue and emergency medical services calls.

"Three pumpers, one quint, one heavy rescue and an assistant chief are on the front line," Spaulding said. "By adding a quint, we are able to maintain four fire pumpers."
