PSAP's could be consolidated
The Madison County Board gave approval for the county's 9-1-1 Emergency Telephone Systems to hire a consultant to study how the county's 16 public safety answering points (PSAPs) can be consolidated.

The ETS board will contract with Advance Concepts, Inc., of Melbourne, Fla., the low bidder at $67,000, to perform the study.

Ray Romine, 9-1-1 coordinator for Madison County ETS, said not only does it cost a tremendous amount of money to operate 16 PSAPs around the county, it also costs the local law enforcement agencies where they are located a lot of money to train their PSAP dispatchers.

Romine said ETS has not received an increase in funding since the surcharge of 65 cents was placed on telephone lines 12 years ago. And if the resounding defeat of the St. Clair County referendum to increase its surcharge to $1.85 from 65 cents is an omen, Madison County ETS is not likely to see an increase soon.

St. Clair County voters were asked to approve a referendum which would have provided for a $25 million bond issue to upgrade the county's 9-1-1 emergency service with a countywide radio system and the equipment to go with it.

Fairview Heights Fire Chief Don Feher, a member of the Countywide Radio Authority board, said the county currently has 65 different emergency agencies using 65 different radio systems that cannot communicate with each other and leave several locations in the county without any radio coverage.

"We had a study done two and a-half years ago that showed the need for a new type of digital trunked radio system," Feher said. "They told us this is the direction you need to take. But, we didn't get the message out."

Feher said in a disaster when law enforcement, fire departments, and emergency medical services need to communicate with each other, they have to relay messages through a central dispatcher and maybe even from dispatcher to dispatcher. He said the lack of interoperability is what led to the death of so many firefighters on Sept. 11 in New York City.

"From what I've read about what happened in New York, the firefighters went directly into the buildings, which is what they do," Feher said. "The police responded, but they were warned by city engineers that the buildings were going to collapse, so they got out. The message never got to the firefighters."

Feher said the new radio system's biggest advantage would be interoperability, the ability to communicate with each other.

Feher said St. Clair County has already consolidated 13 PSAPs down to eight. One of the eight is in a central place and serves 24 fire service agencies, 15 law enforcement agencies plus the county sheriff's department.

"It provides a higher level of service at a much lower cost," Feher said. He said some communities in the county still maintain their own PSAPs.

Both Feher and Romine said a centralized PSAP would offer the same or better service to local emergency services. It would involve one fewer automatic relays of 9-1-1 calls.

"A 9-1-1 call goes to the switching station and is routed automatically to the PSAP where the name, address and telephone number comes up on the computer screen," Romine said. "The dispatcher can also see who is the fire department, emergency medical service and police department that serves that address. With a central location, the PSAP gets the same information and it's a one-button transfer direct to the fire department or EMS, or to the police department."

Romine and Feher said the transfers are instantaneous.

"From the time you dial until the emergency service is dispatched is two-and-a-half to four seconds at the most," Romine said.

Romine said Madison County will also have to face providing a countywide radio system very soon, but ETS will wait until the study is completed before making any more plans. It is expected to be done in six months.

10/07/02 (From Norm Forshee, St. Clair County) - Today Madison County began receiving wireless 9-1-1 Phase I calls from Verizon wireless. Several other carriers will be implemented over the next few weeks. Considering that the ETSB, Coordinator Ray Romine and Technician Bill Janes, have moved to a new building and are still completing installation of a state of the art CML 9-1-1 system I think this is a remarkable accomplishment. The Phase I project only started in August. The team is - Madison County ETSB - CML - Verizon Wireless - Ameritech - Intrado - and GeoComm.
