Chief Jim Anderson of the Edwardsville Fire Department attended the meeting to confirm that the Edwardsville Fire Department will provide primary ambulance service to the northern portion of the Glen Carbon Fire Protection District and act as the secondary ambulance provider to the southern portion of the district.
Kowalski said Abbott Lifeforce Ambulance will provide primary ambulance service to the portions of the district south of Interstate 270 and accessible from Routes 159 or 162. He said the Maryville Fire Department has agreed to provide tertiary backup to any portion of the district when neither Edwardsville nor Abbott is able to respond.
Kowalski said the Collinsville Fire Department has agreed to provide ambulance service to one street that lies near the line between Collinsville and Maryville and is closer to the Collinsville Fire Department than it is to either one of the Glen Carbon Fire Department stations.
Glen Carbon Fire Chief Mike DeConcini told the board that the Fire Department supports the proposal to impose an ambulance tax. Kowalski said the amount of an ambulance tax is still under consideration, but the board is proceeding with plans to place the question of an ambulance tax before the voters in the Fire District via a referendum on the ballot, probably in the general election in November.

Fire Protection District searches for a solution
Trustees of the Glen Carbon Fire Protection District will ask voters in a November referendum to approve the establishment of an ambulance tax to pay for ambulance service to residents of the Fire District.  The Glen Carbon Fire Protection District does not include an ambulance district and has for years depended on the Edwardsville Fire Department to provide primary ambulance service to its residents, backed up by the Maryville Fire Department.

The boundaries of the Fire District extend past the boundaries of the village of Glen Carbon, creating a larger area to be covered for service. Finding it difficult to reach some of the southernmost portions of the Glen Carbon Fire District, the Edwardsville Fire Department notified the board last fall that as of March 1, it would no longer be the primary ambulance provider for a portion of the Glen Carbon Fire District.

The areas that Edwardsville will no longer cover are the Route 159 subdivisions of Field's Crossing, Martin Acres, and Lou Juan Hills and south, plus any areas accessible from Route 162 or south of 162.

The Glen Carbon trustees turned to Maryville to ask for primary coverage to the southern portion of the district. No agreement has been reached, but Maryville has been providing service to the area as the secondary provider for quite some time.

According to Glen Carbon Fire Department records, its emergency medical service responded to more than 550 calls during 2003.  Of those, 463 included a call for ambulance transportation, 340 of which were responded to by the Edwardsville Fire Department and 101 of which were responded to by the Maryville Fire Department. Backup services provided the rest.

The Fire District board proposes to pay Edwardsville $100,000 and Maryville $30,000 per year to provide ambulance service to its residents. A portion of the tax revenue would also be set aside for the purchase of an ambulance for its own use.

Although trustees are asking for service to begin April 1, payment would be contingent upon voter approval of the ambulance tax in November and payment would not be made until the first quarter of 2005, retroactive to April 1 of this year. If voters approve the tax, it could not go into effect until the 2005 tax year and would not be paid until taxes are due in 2006.

The Madison County 9-1-1 system now dispatches ambulances from Edwardsville to Glen Carbon and if they're busy, automatically switches the call to Maryville and ultimately to Laughlin Ambulance Service if Maryville can't respond. Laughlin responded to 18 calls in the Glen Carbon Fire District in 2003.

Madison County also has a system of mutual aid in which emergency services in the county provide support to one another when needed.

Under its strategic plan, the Glen Carbon Fire Protection District intended to take responsibility for its own ambulance service by 2005 anyway. However, they planned to phase in the service with Glen Carbon paramedics at first providing staffing for part of the day and others assigned a schedule to be on call for the rest of the time.

Tom Dustman, Glen Carbon Fire Protection District board president, said if voters fail to approve the ambulance tax in November, he sees two possibilities.

"The first would be that Edwardsville and Maryville would continue to provide ambulance service to the district the way they do now," he said. "If they refuse, we would open it up to independent private ambulance services and they would charge whatever fees they deem necessary for service to residents of the district. The risk in the second instance is there could be extended response times."

Dustman said the Fire District's attorney will be asked to prepare a resolution for board approval to place the ambulance tax question on the November ballot.

"If the board gets and passes the resolution, we would embark upon an information campaign to provide the Glen Carbon Fire Protection District residents with the details of the plan," Dustman said. "We'll let them know the impact it would have on their real estate taxes and tell them we are seeking their support."

Edwardsville and Maryville have not yet had an opportunity to consider the request from the Glen Carbon Fire District. 

NEWS - 6/29/02 - Tom Dustman, president of the board, said the locations for the emergency warning towers have been mapped. He said Glen Carbon Mayor Ben Maliszewski wants to put them on display at Village Hall to give residents an opportunity to comment on them.    Dustman said he and Glen Carbon Police Sgt. Lewis Haines are checking out other warning systems to see what types of voice messages are recorded for broadcast over the system during emergencies. They will select up to 16 and modify them for Glen Carbon.
