Grant money helps GCPD dial up positive changes

Aging equipment and the need to strengthen cellular tower signals have hampered the Granite City Police Department's ability to communicate at the north end of town.
The GCPD is addressing the problem by obtaining $70,000 through two federal grants. One is a homeland security grant and the other a justice assistance grant.

The money will be used to purchase a repeater and add antennas to existing cell towers along the Route 3 corridor. A repeater helps strengthen signals.
"Communications is the lifeline for police officers for help and to do their jobs efficiently," Miller said. 

Before the repeater is put in place, the antennas have to be secured.   "We're now beginning negotiations for the antennas," Miller said. He added that the department is hopeful to have the antennas secured by November and the repeater operational by the end of the year.

According to Miller, the grants are the first of a three-phase project to improve the department's overall communications system and upgrade it to be in compliance with the Federal Communications Commission's narrow-banding mandate.

The deadline for the FCC's mandate for public safety, which the GCPD falls under, is 2011. By then, the department will be required to have communication equipment in place so the FCC can divide the department's signal in half, making the other half available to another entity licensed by the FCC.

The second phase is the purchase of 30 new Motorola car radios to be installed in 30 vehicles by October by a Virginia-based company. Half will be installed in unmarked cars and the others in squad cars. The cost for the radios came to about $37,000. The city was expecting to purchase the radios for about $60,000, which was added to this year's fiscal budget. By accepting an out-of-state bid, the city saved about $20,000.   "The radios we have now are 15 to 20 years old," Miler said.

The third phase is a long-range plan to replace the department's aging, in-house radio system. Some parts of the system are 30 years old. Miller said the department would try to obtain grants for a new system, but hasn't started looking into procuring funding. "It's going to be costly, but the department is in need a new main radio," he said.

"We're excited the mayor and council supported the upgrade in car communications and we're excited that we received funding from outside the city for the purchase of the radios at a lower cost to the city," Miller added.

3/11/01 - The city of Madison have now opened their new $1.8 million fire station.  It is 16,000 sq.ft. with five long bays to house the city's 8 trucks.  It has a kitchen, showers and capacity for 100 phone line and other amenities that allow it to be converted to a disaster-response center during a large-scale emergency.  The building has areas outside where mobile command buses from other agencies, such as ISP or a hazardous-materials units, can connect to utilities, including water and cable television.  The station also has a dispatching area, offices, a training area and a sleeping area.  The department was previously housed in an old movie theater, which Madison County will now use for office space.  The station will soon be surrounded by a community park with a walking track, picnic pavilion and new baseball diamond for Little Diamond. The new building is shaped like a saw tooth and features 5 bays where the city can store all of its emergency vehicles including a new $500,000 95foot ladder truck with platform.
