BELLEVILLE - The St. Clair County Board Monday approved a proposal to relocate the Emergency Service and Disaster Agency call center from the basement of the St. Clair County Jail to 101 S. First St. in Belleville.

The agency will operate out of the same building which houses the St. Clair County Emergency Telephone System Board.

The move is occuring because the county wants to protect new equipment the agency will receive, said Dan Maher, St. Clair County administrator. Maher said part of the current communication center is consistently threatened by flood damage because it is under jail cells.

"They are going to have all new equipment, and we didn't want to put that equipment in that type of environment," Maher said.
The proposal calls for 1,500 square feet of office space that will be converted to a new communication center.
Maher said bids for construction will be submitted in November. He expects the relocation to take place next spring.
In other action, the board approved a contract to construct a 3,889-square-foot hangar for the Illinois State Police at MidAmerica St. Louis airport.
The Illinois State Police has decided to move its central flight location from Carbondale to St. Louis. The hangar is expected to be completed in December.
The board also approved an agreement with the city of St. Louis to place five two-way radio repeater transmitters and receivers at a tower facility in St. Louis.
Maher said the communication equipment would allow communication between the county and St. Louis Police during a regional disaster.

The large PSAP, which is being moved to our office, will be fully StarCom equivalent but through the use of Control Stations and by other means, again I am a novice, we will continue to have full capabilities on the old VHF frequencies that remain in use in the County. In fact we will continue to provide dispatch services on those frequencies. We will have access to St. Louis whose FD is mutual aid for one of our cities and to the St. Louis City PD. Scott AFB FD and PD as well as our Regional Medical Center will be included.

Project  The County government has selected GeoComm's Communications Group for another in a series of communications consulting contracts with the County. This latest phase will involve guiding the County's contracting with Motorola, Inc. as they migrate their atiquated communications infrastructure over to the new Motorola-State of Illinois statewide StarCom 21 800 MHz, digital, simulcast trunked radio system. The St. Clair County subsystem will be 10 sites and 16 channels, and will provide communications capacity for all county and municipal agencies in the County. This series of projects has been managed by Group Manager, Paul Linnee, since 1999, now being provided with engineering support by Scot Fynaardt. Answer: First of all, there may be “two systems” for which to answer that question. Until and unless the 911 surcharge increase referendum passes on March 16, 2004 there will be only one system. That one “initial system” is currently being built by Motorola under contract with County government (using County general fund money and a federal grant) to serve County departments such as the Sheriff, Highway Department, Mid America airport and other smaller county departments, along with selected municipal agencies in the County in return for those agencies negotiating space rental for the County's system on towers they own.

This “initial county system” will provide solid, in-building radio coverage to over 95% of the County's land area, inside even medium construction commercial buildings with portable radios. It will entail equipping just under 500 county and selected municipal users with new 800 MHz trunked mobile and portable radios as well. It will also provide radios to each 911 PSAP in the County for the purpose of creating communications interoperability system amongst all PSAPs in the County. This initial system will be a St. Clair County dedicated and partitioned sub-system of the new Motorola StarCom 21 statewide Illinois State Police radio system, and will provide radio service to any radio subscribed to the County's initial system, statewide, via StarCom 21 and will provide intercommunications between such radios and the Illinois State Police as well as the ISPERN and IREACH emergency coordinating radio channels.

The “second system” we need to talk about is the expanded initial system that would be built out on top of the initial system if and when the surcharge increase passes. This build-out would entail adding a number of radio channels to the already in place 10 tower sites (to provide more “carrying capacity on the system ---- the coverage is already going to be there) and purchasing well over 1,000 additional radios for end users in all agencies countywide, even those who choose to continue to operate their own dispatch centers. The exact number of radios to be purchased cannot be known specifically yet, because it will partly be a function of the cost per radio, and that will vary based on whether they are portable or mobile radios, and how many channels or talkgroups a given radio will need to access. Also, the specific count to be purchased would also be a function of how many agencies are prepared to operate on the new radio system in lieu of their old radio systems.

If and when the surcharge passes, the St. Clair County ETSB (911 Board) would have to become the holder of the “title card” (so to speak) to the radio system, since it would have been the ETSB's taxing authority which raised the money to build the system out to other users. But the County and the ETSB have committed to being an equal participant (but not controlling or owning) in a new Countywide Radio Authority (CWRA) entity which would employ staff to manage and operate the radio system, and any dispatch center formed under the CWRA to provide dispatch services to any agencies in the county who want them. This authority would be made up of members of a Board of Directors, the members of whom would come from the agencies using the radio system and/or the dispatch services via some proportional system to be devised by the CWRA itself, once formed.

 Motorola owns the StarCom 21 system and the three main trunking system controllers (one of which will serve the St. Clair system out of Collinsville). The State is a subscriber, albeit a very large subscriber. Motorola's contract with the state specifies a certain level of system access for state radios which Motorola must meet. But, since the St. Clair system, its channels, its towers and related items are not a part of StarCom 21, but are interconnected to it, then St. Clair is not impacted by what Motorola may have to do or not do to maintain the State's required level of service. Furthermore, as for rules and procedures, the only place the State will have control there is when somebody from St. Clair may be accessing a talkgroup or channel managed by the State (such as ISPERN). In such cases, it would make sense that the St. Clair “guest” would comply with the State's operating procedures on that Motorola owned resource leased to the State. Finally, there are plans to form a StarCom 21 User's Group and representatives from St. Clair County (probably the CWRA) will have a prominent seat at that table as the 1st and probably largest local unit of government to connect to the system.
