Five municipalities share 911 dispatchers 

Imagine you live in Maplewood and look out your back window and see flames coming out of a neighbor's house. You dial 911, but you don't know what the 
burning house's address is, and it appears to be in another municipality, maybe Webster Groves or Shrewsbury. 

How will the dispatcher know where to send the firefighters? And will the fact that the fire is in a different municipality delay the fire department's 
response? 

By February, dispatchers at the new East Central Dispatch Center in Richmond Heights could be answering calls with modern equipment for all of those fire 
departments plus Richmond Heights and Clayton. By then, they should be able to call up maps that show property lines, 
addresses and owner's names of [JU] 

All parcels of land in the five municipalities so they can see your neighbor's address as well. They would click on an icon and see the best driving route for 
the nearest available firetrucks, says Paul Anderson, general manager of East Central and also its first employee. 

Clerks from the five cities are entering more data about the homes: gas and electrical connections, the layout, where the nearest hydrants are and 
whatever else firefighters would find useful, Shrewsbury Fire Chief William Fox says. 

As the firefighters leave, a printer in the garage next to the firetruck will print out not only the best route but also information about the structure on 
fire including, if it has one, the location of the Knox Box, a metal container holding keys to the house and papers showing where electrical and gas 
connections and any potential hazards are. 

The plan calls for installing global positioning equipment so the dispatcher can send the nearest police car. 

Those five cities are collaborating on St. Louis County's first joint dispatch center that will handle both fire and police calls for several municipalities 
at a time: the East Central Dispatch Center housed in Richmond Heights' new public safety building. The dispatch center has ordered some of the most 
advanced dispatching equipment available and expects most of it to be installed and functioning in February. 

Already, the center uses old equipment to dispatch for Richmond Heights, Webster Groves and Shrewsbury. When the new equipment is in, Clayton and 
Maplewood will move in.  

Police and fire departments in the five cities are working to standardize their 16 fire and police radio frequencies so that when a dispatcher says to turn to 
Channel 6, everyone will be on the same page, Anderson says.  The 21 dispatchers already serving those five cities will fill 19 positions needed to staff the new center, Anderson says. No one will be laid off; the two positions eventually will be eliminated by attrition, Anderson says.

Dispatchers on duty will be assigned to either fire or police, Fox says. "The dispatcher won't be tracing license plates and working a fire at the same 
time," he said.  At least three and generally four dispatchers will be on duty at all times, says Chief Dale Curtis of the Webster Groves Police Department. 

The dispatch center is perhaps the most ambitious example of cooperation among area municipalities. Officials say it will increase the effectiveness of law 
enforcement and fire protection in the five cities and save them money.  Talk of collaborating started backin the mid-1990s when some municipalities 
realized they did not have enough resources to acquire the latest computer-assisted dispatching and record-keeping equipment, says Maplewood City 
Manager Martin Corcoran. At one point, talks included Olivette and Brentwood, but those two cities dropped out. 

Brentwood City Manager Chris Seemayer said his city dropped out because it needed to replace its aging dispatching system three years ago and could not 
wait for East Central to go into operation. "It was getting to the point where you couldn't find parts for it," Seemayer said. "It really became a timing problem for us."

Brentwood signed a contract with Rock Hill to dispatch for its fire and police departments to help defray the costs. Seemayer expects that in five to 10 years, "when we've got our money's worth out of the equipment," Brentwood would  explore joining East Central.  The combined resources of five cities or more will make upgrading more easily affordable as well, says Richmond Heights City Manager Mike Schoedel. "It allows us to do things that wouldn't be fiscally responsible to do alone," he said.

It is not unusual for one municipality to sign a contract with another to dispatch police officers or for several fire departments to cooperate on 
dispatching.  What makes this unique is the number of municipalities cooperating to dispatch both police and fire departments. 

The cooperation goes further. Anyone arrested in those cities except Clayton will go to holdover cells in the Richmond Heights Public Safety Building for 
booking. The dispatchers will monitor the holding cells on video screens visible from their desks. 

When police officers in another municipality arrest someone wanted in any of the five cities, officers assigned specifically to transport prisoners will 
pick them up and bring them to Richmond Heights for booking. That will free street officers to stay on patrol, Chief Curtis of Webster Groves says. 

The five city managers make up a board that governs East Central Dispatch Center, while the police and fire chiefs oversee the operations. 
Police and fire departments routinely help one another in St. Louis County, but within East Central all five departments will be able to help, Fox says. 

"It's going to be a work in progress, but down the road it will be more professional," Fox said. "It's going to be more efficient, and in the long run 
I think it's going to save us some money." 

6/14/02 - The joint Springfield (Mo.) and Greene County 800 MHz trunked radio system will be completed by the end of June and will begin serving the City Utilities, city public safety agencies, the sheriff and county highway department. The $18.5 million, 7-site, 18-channel digital system will accommodate another 7 county agencies and 12 rural fire protection districts later in the year. The simulcast system will eventually support 1,750 mobile and portable radios and cover 675 square miles using 16 Centracom Elite consoles.

Missouri State Highway Patrol
The MSHP cars are on low band and use Maxrad base loaded lowband antennas mounted on the rear fender. The antenna you saw had to be a scanner antenna for the trooper's personally owned scanner. He's not allowed to install his scanner or antenna on the vehicle but a lot of the guys over the years have "hid" their antennas inside the vehicle. Some of them have been known to put a "T" in the AM/FM stereo radio antenna and run the scanner off of it
