The Telecommunications Section is responsible for the acquisition, operation and maintenance of the telephone, radio, pager, security television and video conferencing systems for the entire Illinois Department of Corrections (IDOC). During the past fiscal year, the department’s Telecom Unit was involved in various projects related to facilities closing, finishing projects under construction and looking at ways to cut departmental Telecom costs wherever possible.

In an effort to cut back on Corrections’ cellular costs, IDOC Telecom initiated an effort to review all cell phones and cell phone usage. The result of the analysis was a savings of approximately $19,000 per year to the agency.

The Telecom Unit, working with MIS staff, installed the entire fiber optic backbone between all of the buildings within the Northern Reception and Classification Center. This backbone included a 3,900-foot fiber link to Stateville Correctional Center, installation of all Ethernet switches and termination of fiber optic and level seven data cable.

Other correctional centers where fiber optic cable and level seven data cable were installed were Pinckneyville Correctional Center, Dwight Correctional Center, IYC-Harrisburg, IYC-Warrenville, IYC-Chicago, Decatur Correctional Center, Vandalia Correctional Center, Southwestern Illinois Correctional Center and IYC-Kewanee.

In addition to data-related projects, numerous additions and moves of telephones and telecom equipment were completed at multiple locations statewide. All telecom and data projects completed “in house” by Telecom staff resulted in a substantial fiscal savings to the department and a greater level of service provided to end-users.

Telecom staff served on the ISTAR Committee and planned for possible IDOC participation in the Illinois State Police/State of Illinois STARCOM 21 project. IDOC radio personnel in Joliet, Springfield and Vienna continued self maintenance of more than 9,000 portable radios, 1,200 mobile radios and more than 60 base stations, including more than 3,000 Motorola, 800 MHz trunking portable radios. Radio personnel also managed the statewide Closed Circuit TV (CCTV) contract for the department, providing technical assistance and oversight to institutions wishing to use this contract.

New digital closed circuit camera equipment has been installed at Tamms, Shawnee, Dixon, Hill and Stateville Correctional Centers. Spare CCTV equipment from Thomson Correctional Center was redeployed and installed at IYC-Pere Marquette, Decatur ATC and Peoria ATC.

Misc Notes
There has been an Illinois State Prison trunked system licensed for use in Mattoon for a few years, but there is no correctional facility there at all!  It seems
similar to the ones in use at IL state prisons everywhere.  Maybe it's reserved for a future police function; there are no plans to build a prison in this
area. (I've never heard the Paris system, either, but it's probably in use.)  There is no active control channel for the Mattoon Prison system as of now
