Traffic Stops

When making traffic stops, ALL deputies are to report traffic stops over the radio.  (even if they have MDT's)  Then after 5 minutes the dispatcher will check on them.  If every thing is OK then every 15 minutes after that.  If not OK, a page alert tone is sent out and the nearest officer are requested to respond.  If officer reports back that everything is OK, then you will here "18-30 reports situation secure..... KYW 825"   If officer is under a DUI TIPS code, then dispatcher may not call back to check as to not interfere with field sobriety testing.

State Terrorism Intelligence Center, or STIC, operated by the Illinois State Police, along with other state, federal and local law enforcement agencies. “It’s a center that’s running 24/7 with a main purpose of assisting law enforcement in identifying suspicious activity that could be of a terrorist nature,”   operating since May 14.   One sworn state police officer and two analysts staff the center around the clock. Officers from any law enforcement agency in Illinois can contact them when they stop drivers whom they suspect might have terrorist motives.

Note 1: With the old hand-helds there was no way that two units from different areas (i.e. different dispatch frequencies) could have their extenders operational at an out-of-vehicle scene -- when an officer transmitted, both mobiles would be brought up.   The receiver of the extender has an attenuator making a low wattage HT usable for only a short distance (typically less than 50yds).  To make sure  there is only one extender being used within close proximity each vehicle extender sends a short burst tone to see if others are active.  If it is within range of another active extender it doesn't turn on at all.   The HT is then using the other vehicle radio (the one that was already turned on).

Now for the PL explanation.  There are three channels on CHP HT's that relate directly to the extender.  Channel 1 (also called PP or Person to Person) does not transmit any tone nor does it decode.  It is meant for HT  to HT use.  Channel 2 has a subaudible tone on transmit allowing the officer to talk to dispatch. (ie, transmits on the input freq of the lowband radio)  Channel 3 has a different subaudible tone on transmit allowing the officer  to talk to other officers. (ie, transmits on the output of the lowband radio) All channels are carrier squelch on the receive so that PP can be heard regardless of other traffic.

No PL and analog only operations are allowed on the Calling Channels while the PL of 156.7 Hz. (5A) is allowed under certain circumstances 
on the Operations channels. Also, digital operations are allowed on the Operations Channels after 2004 under certain circumstances.
 
IEMA controls these frequencies in Illinois. They will be authorized for use in multi-agency situations only, not as intra-agency 
communications channels. The VHF channels are simplex only while low power temporary repeaters may be authorized on the UHF channels. 
Simplex on the 453 side of the UHF is allowed and encouraged.

Reported -hear encryption(similar to the sound of buzzing locusts, I don't know what the type/protcol is.)and when someone keys up the mic once in a while, the sound changes for the duration of the transmision.  Could it be a repeater? The encrypted sound is constant, and people seem to transmit right through the noise, and no weak signals, so it could be a
repeater, unknown input.
