- A rail line through central Illinois will be the test bed for a
novel project to use aerospace technology to improve the efficiency
and safety of railroad passenger and freight operations. The
test will be conducted on a 122-mile segment of track running from
St. Louis through Carlinville, Springfield and Lincoln to
Joliet. It should be operational by January 2002. The
project is being conducted by IDOT, AMTRAK and the railroad industry
to help change railroad control systems that have changed little in
the last half a century. The concept is called Positive Train
Control. Lockheed Martin proposes to use the space-based GPS
navigations system and advanced communications and control equipment
to allow a safer and more efficient blending of freight and passenger
rail operations on the same track.
Control of rail transportation is complicated by the fact that most
of the nations 200,000 miles or railroad carry both freight and
passenger trains. Freight trains can be a mile long and usually
operate at slow speeds for better fuel economy, while passenger
trains are shorter and un at speeds up to 80 miles per
hour. Passenger
trains, which must maintain a schedule, have a higher dispatch
priority that freight trains, which are more concerned about avoiding
stops and diversions to side-tracks because of the reduced fuel efficiency.
Operating such
different systems on the same tracks is complicated further by the
safety concerns raised by street and highway crossings and the likely
presence of work crews along the right-of-way.
Rail operations are currently controlled mainly by voice
communications using radios and telephones from the control
center-dispatchers to the locomotive crews, en route stations and
railway repair personnel. Some information on track conditions
is relayed to the train crews by electric signals through the
rails. The control
centers try to keep track of the status of the various trains and
rail lines in the sectors on large display boards, which usually are
updated based on oral reports. The centers seldom have precise
information on the location of individual trains and can control a
train only by telling a locomotive crew by voice to change speed or
to stop. To avoid
collisions, the dispatchers give train engineers clearance to go to
certain points along the track. The crew is not supposed to
pass those positions without new
clearance. The
Positive Train Control system would use the highly accurate GPS
navigation equipment to give precise information on the location of
the trains, work crews and other relevant equipment to the locomotive
crews, dispatchers and other railroad personnel. That precise
data would allow dispatchers to operate trains safely with smaller
separations and could enable passenger trains to run faster and
freight trains to avoid unscheduled
stops. And the new system
would allow controllers to change a train's speed or to stop it
electronically if a locomotive crew is incapacitated or misses
