Use the D18 facilities west of Litchfield on Route 16 for a dispatch center for Enhanced 911.
Consolidate Macoupin, Montgomery, Jersey, Greene & Calhoun all into this facility, with BACK-UP PSAPS at the current PSAP (@ Sheriff's Departments)

Macoupin County Sheriff's Department --Current system is inadiquate and not in the best safety interest of the officers:
For Example: On the early morning of Dec 22, about 12:30am, I heard Macoupin County attempting to communicate with a mobile officer.   He was trying to give a 10-28, but she could not here them.  At the exact same time, while I was mobile, monitoring this frequency just south of Wood River, on Route 143, I could here the Christian County dispatcher talking on 159.09, which is the input frequency for their 155.7 repeater in Sharpsburg, near Taylorville.   The power of that station (base station for repeater input "FX1") is so strong that it is over powering the mobile units of the Macoupin County Sheriff's Department, even though Digtal pL is used by MCSD and pL is used by Christian County.

December 27, 2002, 0020 - Heard Mary 9 attempting to contact dispatcher, but she said he was 10-1.... well at the same time, the repeater at St. Louis University was in use, practically non-stop... so probably was affecting his transmission.

One night, at 12:16am, I heard Mary 13 trying to communicate with dispatch on 159.09 but Christian County dispatch was talking to her units and that's why Macoupin couldn't hear Mary 13, kept telling him he was "breaking up".   I was on I-55 southbound from Litchfield

Sep 26, 2002 - 1:54pm -  County was trying to talk with Mary 9, kept saying his signal was 10-1.... at the same time Washington University in St. Louis was testing out thier new repeaters on 159.09, also saying that someone was hetrodyning with their repeater...

August 22, 2002 - 7:15pm -  Multiple times, Mary 9 could not be copied by Macoupin County dispatcher, had the be relayed by Bunker Hill PD on Local Government and/or use the Brighton PD Repeater

October 20, 2002 - 154.785  Heard Bunker Hill talking to Macoupin on Local Govt (I was mobile in Alton) I could hear both sides just fine, but County did not copy some of the communication because of a St. Louis or Clinton County repeater "Breaking Through"

First, very little traffic.  What I do hear is a Water Department of some kind, in the city/county of St. Louis.  Unable to determine pL/DPL. 
 Traffic is few and far between and seems to be low power base or mobile.  I am only hearing one side of the converstion,
could be a repeater input or FX1.  Channel "3"  The second station I'm hearing is a repeater.  Only heard once.  They were talking about being at the cell tower on the old city lake road.  107.2pL tone.  The only FB2 I see in the area is KAA372  HOWARD ELECTRIC COOPERATIVE in Fayette, MO (Howard County) which is about 150miles away in North Central MO.  PARKLAND HEALTH CENTER WPNZ849 of Farmington MO (St. Francois County) uses this frequency as input/FX1... but I haven't heard them yet.  Either way, there doesn't appear to be anything significant on the frequency.

But it is used by multiple other agencies for local dispatch and for dispatch from 911.  And many of them use it for fireground/tactical operations.
One of the MOST annoying agencies is Highland, they page for Highland Fire, Highland-Pierron Fire, St. Jacob Fire, Marine Fire.....  They have very annoying dispatchers and say the strangest things. (Like "request for Thirds" on EMS Pages ----  No, it's not a third helping of a meal, but really just asking for "Third Person please respond" --- which is the best way to say it)    They are also the worst abusers of talking over top of other agencies. Literally, 911 will be paging and Highland will come on RIGHT OVER TOP and start paging.  If an mobile unit is calling in to 911 or a local dispatch, they'll page right over top of that too.

Reccomended New Frequencies for Montgomery County Sheriff

Comment:   Montgomery County is one of the few Sheriff's/Police Dept's in the area to still be using low band.   It is probably time that they switched to a high band (or UHF) repeater for the safety of their officers and to better provide service to the public.  Here are some reccomendations below.
Also, Montgomery County 911 needs to add pl or DCS tones to their 154.325 dispatch to prevent interference from St. Louis County Fire Departments.  Currently Hillsboro and Litchfield Fire/EMS and some other agencies DO NOT have a tone on their dispatch.

Also, do you plan on any kind of radio/communications upgrades in the future?
I know, with the extensive MDT/AVL systems that you have, that it may not be an immediate issue.   Many counties your size often switch to 800mhz/TRS at some point (as with going on the city's system).   If not, I still like and find "hi-band" the most reliable and effecient to affording when it comes to small communities & FPDs. 

I have also worked with Macoupin County 911 in finding a frequency for their dispatch repeater in the past.
Montgomery County Sheriff's Department finally upgrading to a hi-band frequency, using a repeater frequency pair that I reccommended.

My only suggestion, is to make your current system become a repeater (158.82), so that it can more accessible to those in the county, to be able to hear other stations, whether its mutual aid for a fire, or simply for ESDA/weather communications.  Paging can still be done "locally", off the repeater to better hit the PG in a municipality/distrct.

I usually recommend that an input freqency, be at least 4 mhz below/above the output frequency.   Also, the input frequency, since mainly going to be use by mobiles, should not have any agencies in the area using it as a base station, thereby drowning out mobiles attempting to communicate through the repeater.
